This unit consists of eight topics dealing with the meaning of the Adoption and Safe Families Act, what it takes to make permanence what we do, the steps in the adoption process and how they can be derailed, and how to deal with siblings in our efforts to secure permanent families for the teens in our care.

2.1 Interpreting the Adoption and Safe Families Act � The short
timetable of ASFA reflects research that shows that children�s
chances for re-unification or adoption decrease if they are in foster
care longer than 12 � 18 months.
2.2 Making Permanence What We Do � No system is ever a good
enough parent. We need to rethink �in loco parentis� and make
seeking permanence the organizing principle of our work.
2.3 What Does it Take? � Commitment, urgency, persistence, and
ownership are required.
2.4 No Youth is a Family Connection Write-off � No youth is so
damaged that he/she cannot benefit from a healthy family�s claiming
them.
2.5 The Power of Our Secrets � Hopes and expectations for the
family that are kept secret can have negative consequences.
2.6 When Our Judgments and Feelings Poison Adoption � Do
we see adoption as failure � of birth parents to get their act together,
of social workers to provide the right services to families?
2.7 Three Steps in Teen Adoption � Identify potential family
resources from people the teen already knows, allow the teen to spend
time with that person, allow the teen to set the timetable.
2.8 Brothers and Sisters � Sibling groups are an asset in adoption, not
a liability.
